COUNCIL MEETING

Minutes

April 3, 2000

Present: Larry Kruth, Den Graeber, Wayne Christiansen, Ernie Zakrajsek, Russ Riggs, Carl Malkewitz, Barb Paulins, Pat Anderson, Sherry Wellman, Deb Stopper

Not Present: Pastor Rick, Jean Folk, Denise Kelly, Chris Frysinger, Becky Frysinger, Amy Reed

The meeting was brought to order at 7:35 p.m. by Council President Sherry Wellman.   Management Committee opened with devotions.

Secretary's Report - see written minutes of March 6, 2000

MOTION MADE BY LARRY KRUTH TO ACCEPT THE MINUTES OF THE MARCH 6, 2000 COUNCIL MEETING AS WRITTEN. Seconded by Carl Malkewitz. MOTION CARRIED.

Treasurer's Report - see written final for January and February 2000

MOTION MADE BY LARRY KRUTH TO MOVE THE REMAINING MONEY IN THE STAIRWELL LINE ITEM TO THE SPECIAL MAINTENANCE LINE ITEM. Seconded by Den Graeber. MOTION CARRIED.

MOTION MADE BY BARB PAULINS TO ACCEPT THE FINAL REPORTS FOR JANUARY AND FEBRUARY 2000. Seconded by Carl Malkewitz. MOTION CARRIED.

REPORTS

Worship Committee - see written report of March 7, 2000

There were no cards in pews on the last Prayer Request Sunday. Report as written. No Council Action required.

Youth Committee - see written report of March 20, 2000

Question regarding purchasing a sound system for the basement. There already is one, and Larry will show Youth how to use it. Remainder of report as written. No Council Action required.

Management Committee - see written report of March 15, 2000

MOTION MADE BY LARRY KRUTH TO BEGIN PUTTING THE INTEREST INCOME TOWARD THE PRINCIPAL ON THE MORTGAGE. Seconded by Ernie Zakrajsek. Discussion followed. MOTION CARRIED.

Still working with school system on an emergency plan. Regarding the budget for an associate pastor - attachment to minutes is incorrect. New proposed amount passed out (copy available in office). Remainder of report as written.

Outreach Committee - no written report

Met March 15th - working on Easter breakfast. Meeting with pictorial directory company. Health Fair was a huge success. No Council Action required.

Parish Education Committee - no written report

Working on Confirmation Sunday. No Council Action required.

Pastor's Report - calendar for March

Pastor not present. Report as written. New members will be received April 9th.

Property Committee - see written report of March 25, 2000

Thank you was sent to those that helped build the stairwell enclosure. April 15th is cleanup day, starting at 9:00 a.m. Someone is needed to mow the lawn this summer - youth will be asked, discussion followed. Regarding permanent walls in the basement, it cannot be done without installing a sprinkler system. Portable walls are okay. Remainder of report as written. No Council Action required.

Stewardship Committee - see memo to Carl Malkewitz from Holly Plunkett

Summary of cottage meetings as written in memo. No Council Action required.

Women of the E. L. C. A - no written report

Nothing to report at this time.

CORRESPONDENCE

Wacousta Boy Scout Troop 70 is requesting to use the church parking lot for a car wash. Gave several dates. MOTION MADE BY LARRY KRUTH TO ALLOW BOY SCOUT TROOP #70 TO USE THE CHURCH PARKING LOT FOR A CAR WASH ON APRIL 22ND, BUT MUST BE COMPLETED PRIOR TO 5:00 P.M. DUE TO CHURCH SERVICES IN THE EVENING.  Seconded by Wayne Christiansen. MOTION CARRIED.

OLD BUSINESS

MOTION MADE BY ERNIE ZAKRAJSEK TO DESTROY THE BALLOTS FROM THE MARCH SPECIAL CONGREGATIONAL MEETING. Seconded by Den Graeber. MOTION CARRIED.

MOTION MADE BY CARL MALKEWITZ TO ALLOCATE THE LENTEN OFFERINGS FOR 2000 TO THE BISHOP'S BREAD OF LIFE FUND AND TO THE WYCLIFFS - 50/50. Seconded by Den Graeber. Clarification made that Lent is Ash Wednesday through noon on Holy Saturday.  MOTION CARRIED.

NEW BUSINESS

Had Special Congregational Meeting in March to approve the Associate Pastor Position - question as to whether we should have another meeting to approve calling an associate pastor. Discussion followed. Suggestion that a call committee heavily inform the congregation of  progress as it happens, not wait till the end. MOTION MADE BY LARRY KRUTH THAT WE DO NOT HOLD A SECOND CONGREGATIONAL MEETING FOR THE PURPOSE OF APPROVING THE POSITION OF AN ASSOCIATE PASTOR OR APPROVING CHANGE IN THE BUDGET, BUT DIRECT THE CALL COMMITTEE TO VERY EARLY ON, INFORM THE CONGREGATION OF PROGRESS AND A PROPOSED BUDGET. A long discussion followed.  Larry requested a roll call vote, as there seemed to be some hesitation to the motion. The motion was then seconded by Deb Stopper. Discussion followed. A roll call vote was then taken: Den Graeber - Aye; Wayne Christiansen - Aye; Ernie Zakrajsek - Aye; Russ Riggs - Aye; Carl Malkewitz - Aye; Barb Paulins - Aye; Deb Stopper - Aye; Larry Kruth - Aye. MOTION CARRIED.

MOTION MADE BY WAYNE CHRISTIANSEN TO FORM A CALL COMMITTEE FOR THE PURPOSE OF RECOMMENDING A CANDIDATE TO THE CONGREGATION WITH A PROPOSED SALARY. Seconded by Carl Malkewitz. MOTION CARRIED.

Money is needed for supporting the people going to the National Changing Church Conference, which is $200 per person plus lodging and food. Some funds will come out of Leadership Training.

The LORMM Day Camp will be the last week of June, and the first planning meeting will be April 18th at Immanuel.

A Congregational Picnic is being planned for Sunday July 30th at Fitzgerald Park. MOTION MADE BY LARRY KRUTH TO APPROVE THIS EVENT OFF OF THE CHURCH GROUNDS.  Seconded by Ernie Zakrajsek. MOTION CARRIED.

Denise requested a change in office hours for the summer. MOTION MADE BY ERNIE ZAKRAJSEK FOR THE CHURCH OFFICE HOURS DURING THE SUMMER BE FROM 9 A.M. TO 12 NOON, MONDAY, WEDNESDAY THROUGH FRIDAY, CLOSED ON TUESDAY. Seconded by Barb Paulins. MOTION CARRIED.

The annual church calendar was reviewed.

The next Council Meeting will be on May 1, 2000 at 7:30 p.m.

The meeting adjourned at 9:00 p.m. and closed with the Lord's Prayer.
